Chair – Greg Parston

Greg Parston is the Chair of Collaborate Foundation. He advises public, social and business enterprises in the fields of public service governance, strategy and change.

Greg was Chief Executive of the Office for Public Management and Chair of the Public Management Foundation from 1989 until 2006, when he established Accenture’s global Institute for Public Service Value. He is currently Executive Advisor to the Director of the Institute of Global Health Innovation at Imperial College London.

He served three terms on HM Treasury’s Public Sector Productivity Panel and was a member of the Independent Commission on Good Governance in Public Services, the Commission on the Role of the Voluntary Sector in Public Services, and the Commission on 2020 Public Services.

Earlier, Greg was Deputy Director of the King’s Fund College, Director of Public-Private Partnerships at Priory Group, Vice President of Downstate Medical Center in New York City and Director of Planning at the Ottawa Health Council. He was Assistant Professor at New York University’s Wagner School of Public Service and Visiting Lecturer at Harvard’s Kennedy School of Government.

Greg earned a PhD as a Marshall Scholar from the University of London and degrees in architecture and economics from the University of Michigan.

Lord Victor Adebowale

Lord Victor Adebowale is Chair of Collaborate CIC and the CEO of Turning Point. Victor has a long track record as a leader in a number of challenging areas of public policy as a manager, an advisor to government and a campaigner in areas of housing, health and social care, youth policy, criminal justice and public service reform.

Victor is CEO of the social enterprise Turning Point, which provides health and social care services to 25,000 people on any given day, in 200 locations in England and Wales. He is a Non Executive Director of NHS England, a director of the leadership advisory Leadership in Mind and a board member of the IT innovation company THP Innovation. He is also a member of the UK Commission for Employment and Skills (UKCES).

He was awarded a CBE in 1997 for services to homelessness and youth unemployment and was appointed to the UK parliament as a cross bench peer in 2001.

Victor is a visiting professor of social policy at Lincoln University and sits as the university chancellor and chair of the university court. He is a graduate of the Tavistock Institute and has an MA in Advanced Organisational Consulting from City University.

Sarah Billiald

Sarah Billiald is Managing Director of Collaborate with significant experience of strategy, finance and delivery of public services in national and local settings.

Prior to joining Collaborate, Sarah was the Chief Executive of Kent Probation from 2008 until 2014. Under her leadership, Kent Probation won national and local awards for delivery of innovative services and staff/service user achievements including Butler Trust, Howard League and No Offence. As Chair of the Kent Criminal Justice Board, she led innovative work to commission domestic abuse services across the county and introduced an integrated approach to restorative justice, a multiagency board ensuring the delivery of justice and prevention of offending in Kent.

Sarah led the development of Co:here, a multi-stakeholder mutual to bid for Ministry of Justice probation contracts, a joint venture with a private sector partner and a social investor that offered ground-breaking solutions to leverage funding to address reoffending.

Sarah was also the communications lead for the Probation Chiefs Association and has been a member of the Guardian’s Public Leaders advisory board.

Previously, Sarah was a Deputy Director at the Cabinet Office, and at HM Treasury as part of the Prime Minister’s Delivery Unit, leading the Home Affairs team. She spent the early years of her career working with a community development charity before going to the National Audit Office where she trained as a chartered accountant and managed a range of value for money work on environment and sustainable development and the financial audit of Museums and Galleries and the British Council.

Allison Ogden-Newton

Allison Ogden-Newton is Chief Executive of Keep Britain Tidy. In her distinguished career as a civil society CEO, she headed Social Enterprise London (SEL) and World Child Cancer, the only charity working to address inequalities in the care of childhood cancer on a global scale.

Whilst at SEL, being Deputy Chair of ACEVO, the organisation for civil society CEOs and serving on the Government’s Women’s Enterprise Taskforce, Allison developed her interest and understanding of new forms of public service delivery and how the role of social value could act as a positive force to increase the quality of the public sector.

Allison is a Fellow of Northampton University, Chair of the Transition Institute, Deputy Chair of the National Migraine Centre and board member of the Central School of Ballet. She often writes for the Guardian, and is renowned as a public speaker.

Laurie McMahon is a Professor of Strategy and Organizational Design at the Cass Business School, London and Co-Founder and Director of The Realisation Collaborative – an organization that specialises in the use of simulation and other behavioural modelling techniques to help organisations meet new challenges.

Laurie has extensive experience in management, organisational and system development and change across a broad range of public and private sector organizations organisations both in the UK and overseas.

Laurie co-founded the Office for Public Management in 1989 and led OPM’s organizational development and simulation activity until 2006, when he created Loop2. He was a Fellow at the King’s Fund, a senior consultant in overseas healthcare management and in academic roles ran postgraduate management programmes for health care managers and professionals.

Laurie’s main interests are in strategy, organisational design and change and use of behavioural modelling to understand complex futures. His recent work includes helping health commissioners and providers design and engineer radical whole system service change and working with health and care providers to respond to the challenges of delivering more high quality services for less. Most recently he has been helping clients understand and then build the organisational platforms required to carry population based integrated care.
